摘 要：财会信息管理是财务管理的一部分，是对财务信息收集、加工、报告等系列活动的协调、安排和组织。财务信息管理是以电子计算机为重要载体，对财务信息的处理、分析、反馈和运用。财会信息的定义是，从财会特定的信息系统中输出的资料，该资料具有可验证性、相关性、可计量性和公正性四个特征。在当下以市场经济为主的大环境中，具有高质量的财会信息，对反映企业的经营效果和财务现状是非常重要的，同时也是企业制定经营决策的基础和依据。

一、传统财会信息中的漏洞
在市场经济形成和发展的过程中，有相当可观的一部分企业在财会信息管理上存在着漏洞。首先，企业内部控制体系的不健全或执行力不强，均会引发内部审计机构和内部控制机构的失效。一部分企业对内部控制制度的重要性认识不足，造成企业亚健康成长;还有部分企业内部财会管理制度不健全，考核、监督等绩效考评手段失效，这将直接导致财会信息的真实性与及时性受到影响。其次，企业过分的追逐利润，忽视财会信息管理对企业长远可持续发展的重要性，这直接导致企业管理层对财会信息的不重视，失去了建立健全财会信息管理制度的主观意愿。最后，在企业中，财会工作人员水平良莠不齐，导致企业财会信息在及时、系统、高效等方面大打折扣。更有职业道德素质较低者，会在财会信息上弄虚作假，损害企业的利益。综上所述，企业财务会计信息管理漏洞的成因，有两个方面：一方面是由于财会信息具有孤立性、私密性、隐蔽性这三个特性，所造成的财会信息透明度低下;另一方面，则是企业对于财会信息管理缺乏行之有效的现代化管理手段，不注重企业内部财务人员专业素养的提升。
二、财务会计信息漏洞存在的根源
从上述两方面探究问题的根源，不难发现，一切问题均是出自财会信息特性上。
1、层级性。企业的财会信息呈现层级性，不同的层次拥有着不同的信息。经营者与所有者之间存在着委托与被委托的合约关系，这种关系将会导致各方所获得的财会信不同。经营者为了夸大经营业绩，获得自身利益，往往会通过隐瞒或者造假等手段，欺瞒所有者，侵害所有者利益。企业的班组、车间、分厂、总厂之间存在着领导与被领导的关系，同样也会产生，各层级领导部门所掌握的财会信息的不平等，造成责任不清，管理混乱的情况的出现。
2、隐蔽性。企业的财会信息多属于各企业的私有信息，在市场竞争中是各企业的绝密信息。企业内部重要的信息，不会在每年在年报中完全披露出来。依国际惯例， IPO企业的现金流量情况等不需对外披露的信息，应在期中、年末披露期初与期末总额数，并按现金流量表中筹资、投资、经营三大块披露年内流出、流入的`总额。在这以外的有关现金情况的信息可不对外披露，这一规定的产生，导致财会信息具有了隐蔽性这一特征。
3、滞后性。随着会计信息系统的逐步应用于企业的日常管理中，极大的减轻了财会人员的工作压力，简化了财会信息生成的步骤。然而财会信息电算化的普遍使用只是解决了财会信息生成和传递的速度，减小了由于财会人员的失误而造成财会信息出现错误的概率。但财会信息电算化的使用，并不能完全避免财会信息生成与企业某一时点存在时间差的情况，因此我们认为，由于财会信息具有滞后性，所造成的财会信息不准确是不可避免的。我们只能通过现代化的手段逐步减小这一误差。
4、过程性。财会信息的生成是需要一个过程的，不是在某一时点就能完成的任务。比如，企业在年报中对外披露的现金信息、期末余额等，都是以经济业务的发生为依据，经由财会人员确认、计量、分类、汇总四步后加工而成。财会信息的使用者所看到的所谓“信息”是经财会人员中和、综合后的财会报告，这种经过财会人员按管理者意愿，加工处理过的财会报告，对使用者做出正确的决策有着很严重的负面影响。
5、动机性。为投资者和中小股东的权益，在国际上，IPO企业必须在期中，年末定期对外披露企业内部的财务报告及附注等信息。与此同时，各国金融管理机构，对于企业自愿披露的，有关企业经营利好的相关信息持支持的态度。然而，我们在实际交易中会发现，每个企业都有着扬长避短的心理，往往那些愿意并积极主动披露其他相关信息的企业，多为优势企业，其将披露此部分信息视为树立良好的公司形象，建立企业信誉的过程，通过详尽的信息披露，力争吸引更多的投资者的关注;而劣势企业则由于囊中羞涩，拿不出对公司经营有利的财务数据，自然不愿更多的披露信息。这造成了财会信息的不对称，是劣势企业共同需要面临的问题。
6、私有性。财会信息虽然是公共所有的产品，但由于各公司内部环境的复杂性，采取会计核算方式的多样性，导致财会信息又具有私有产品的特性。所以我们认为财会信息有着，公有性和私有性双重的特征。私有性，主要体现在部分财会信息，往往企业不会主动对外披露，例如高管的薪酬，企业大客户名单、等等。
三、提升企业财会信息管理的方法
针对上述的问题，为了更好的加强企业财会信息管理，企业应在未来的管理中注重如下几点。
一是要加强人才管理。人是一切社会关系的总和。人力资源的优劣，决定着现代企业发展的好坏。企业运用科学的方法对人力资源进行管理，深入地挖掘人力资源的潜力，是现代企业迈向成功的保证。为了企业的发展，企业必定会不断的引进大量的、优秀的人力资源，其中主要包括高管人员、中层干部、具有专业技能的生产人员等。针对不同岗位的特点，企业应采取有针对性的管理办法，对每位员工都做到物尽其用，人尽其才，最终实现为企业创造最大利润。
二是要加强企业内部监督与控制，加强企业财会信息的透明度。加强财会信息透明度，有利于企业切实做好财会信息管理工作，有利于企业良好商业信誉的建立，有利于实现社会对企业的监督。首先，作为企业的管理者要在心理上，高度重视财会信息管理工作，为了更好的开展财会工作，应成立独立的部门，安排专业人员、拨付专项资金，对企业财会信息管理工作的进行情况进行监督。其次，企业内部要建立健全内部控制制度，并严格依照现有制度开展工作，并根据国家法规和内部控制制度的要求，做好绩效考核、会计核算、资金管理等工作。最后，企业必须对下属公司的财务状况进行全面的监管，应委派专员进行监管，及时了解资产资本运营的情况。
三是要加强资金管理资金管理是企业管理的核心内容。财务管理人员应为企业的长远发展，考虑如何花费最少的资金获取最大的经济效益，运用自身的财务专业知识，准确预测未来市场发展趋势，减少企业不必要的损失。
企业存在的目的是为了获得利润，所以财务人员对企业收入管理应运用本量利分析、边际贡献分析、保本分析等财务管理分析方法来进一步扩大边际贡献;制定信用等级评估政策，对应收帐款进行严格的管理，加速现金的流动。
随着企业之间竞争的日益激烈，新型管理理念的不断发展，传统的财务管理那种着重有形资产、关注生产制造成本的方法已不能满足企业的需要。现代的财务成本管理不仅继承了传统的有点，还在项目投资可行性分析、如何运用投资组合降低投资风险等方面有了进一步的发展。并创立了，对企业可持续发展影响最深产品研发费用预算管理制度和高新技术优越资源的分配方法等，从而使企业能够不断的生产出各种具有企业特色的新产品。
四是要加强科技创新，完善财会信息管理信息化建设的高速发展。信息化建设对于企业来说既是机遇又是挑战。作为企业的掌舵人，应当与时俱进，善于利用先进的科学技术，不断创新，将信息化管理模式运用到日常的管理中。为了完善财务信息管理，应建立财会信息管理信息化管理系统，利用便捷的计算机管理软件，对财会信息进行高效的管理。信息化管理系统的引进，可以大幅度节约人力成本，减少财会人员工作压力，同时可以提高财务信息的精度。
要想做好企业财务信息管理工作，最重要的是，要打破传统管理模式中，上下级领导与被领导的关系，应成立独立的部门，配备专业财会信息管理人员，并保证其在日常工作中具有独立性，从业人员应当在国家法律法规和自身职业道德的约束下，做好财务信息管理工作，真正的做到财会信息的透明和精准。
在财会信息管理的过程中，会计信息是重要的组成部分。传统的增加明细科目的核算方法，已经难以满足企业对财会信息高质高效的要求。所以引入高科技信息系统的辅助核算，可以很好的克服这一问题。使用信息系统进行会计核算，可以使得核算后得出的信息更加有效、精准。信息系统不仅只是用于方便计算，还可以运用到管理中去，信息系统可以协助管理者完成对信息的分析整理工作，这样管理者可以做出及时、准确的市场预测，进而提升企业的财务管理水平。信息系统精准、全面的整理，还可以帮助企业管理者，从宏观上了解到企业的财会状况，从而对企业的发展方向做出正确的规划。
四、结语
现代财务管理方法，更适合企业与日俱增的对管理方面的需求，这是历史发展的必然结果。在现代市场经济全球化的大趋势下，中国企业内部新旧财务管理体制正在进行更替。为了挑战日益复杂的市场竞争，企业正在逐渐树立管理战略国际化、风险防范法律化、资本配置多元化和利益分配人性化的现代财务管理理念。企业以经营目标为出发点，以对营运资金管理作为重要手段，重视形态管理，引进先进的信息管理系统，为企业的不断提高生产经济效益和经营效率服务。
