一、主要措施

1、加强管理，严禁滥捕盗猎。不乱杀动物、不捕捉动物、不贩卖动物。

不虐待动物保护区野生动物的猎杀须严格控制。加强枪支弹药及狩猎工具的管理，严令禁止偷猎、诱捕珍稀濒危野生动物，对种群数量过多或有重要用途的野生动物，必须经过上级主管部门的批准，严格按照批准的数量捕猎。

4.减少和消除不利因

人口的增长，粮食产地的开垦，城市的扩大，湖泊、湿地的开发、森林的减少、河流的污染，这些人为因素和经济活动却无时不在干扰和影响着野生动物的繁衍生息。应当采取必要和有效的措施，限制、减少和延缓这些不利因素对野生动物。
